Ichigo received reiatsu from EVERYONE, not just those shinigami present. Renji says Yama-jii ordered them to. Yama-jii says that that since Ichigo saved them before they will now return the favor, and so he orders all of the Captains and VCs to place their reiatsu into the sword. Ginjou was the first Shinigami Agent.
